Did it say live, or live comfortably? You can live on scraps for sure, but it won’t be comfortable.
You can live on the streets with $25 an hour so you can afford food. Yes. Technically according to the government that would constitute living.
I earn 80$ an hour and I still feel after taxes, rent and other basic necessities..I barely scrape by. 25$ an hour would make me homeless

Toronto is definitely more expensive than that. I would suggest you look online at rent or houses prices in the areas you’re considering.

Yes, I’m pretty sure there are plenty of people earning $25/hr or about $52k/year ($44k after taxes). Seniors or those on pensions do it - no reason others couldn’t. You won’t be living in Rosedale, driving a brand new Porsche and shopping at Whole Foods but yes it’s livable.
The author asked if ‘someone’ making the equivalent of about $52k could live in Toronto and the answer is yes. Period. Full stop. Whether it’s someone in their 20’s starting out - no kids or maybe it’s a senior or someone living with a roommate or other it’s doable. If you think everyone in Toronto earns over$52k you are out of touch with reality. My point is that it comes down to lifestyle - they will not be living in Yorkville, driving a brand new car, sending 4 kids to Queens University and vacationing in Monaco.
I’m in Toronto and I can safely say NO! It is most definitely not enough. You can’t rent your own place at this salary, you’ll have to rent a room or basement or share an apartment. Like another poster said, you can live on the streets and afford food at this salary but don’t expect to live any sort of good life.
And take home pay difference is even bigger than 2x due to amazing tax scheme
