Gonna posit a theory that they didn’t quit because of lack of “culture.” Nobody else has an advantage on that front right now.
Culture and perceived lack of humanity / empathy are tangled concepts that totally nudge employees one way or another

Really has to come from the top in these times when biz is unpredictable. Chances are, the pandemic just exposed how horrible some company cultures truly are. Larger, very corporate and/or aggressive agencies typically enjoy perpetuating the “we are way better, trust me” POV.
If you care enough, do small things for your team — give them a break if they’ve been working hard back to back, small gifts, happy hours, shout outs in front of leadership
— all these things make a difference.
People are taking time to reflect, what do they want in their lives now. Also more/pent up opportunities opening now as businesses ramp up again and there's more remote options. And of course, having (or mot having) culture and connection in the org. I think a lot of companies will be surprised at the attrition/ shift they'll see in staff in the coming months. We must put culture and people first. And empathetic authentic leadership will be key.

We are all prisoners of zoom. It is written and so it shall be done, back to back zooms in your diary make for all work and no play. You shall obey the zoom schedule. Am to pm. Morning to night. You must obey. after the sun goes down you may wander in the dark of the streets or in your yard. But you’ve committed to the zoom career and peloton nightmare. The zoom prison is real.
Agree with the other comments that turnover is natural in times of change, which we’re all experiencing right now. Some things that help my team is text & IG group chats where we can share memes and gifs without having to be on video. Also have had optional classes and speakers come in (still on zoom, but cameras can be off). We’ve done a cooking class, yoga and goal setting workshop. Our MD also recently did a town hall-style company update that was really refreshing for the team. Hearing from leadership and getting creative with communication is 💯
