Part of the problem as well as with commission only roles you're taking 100% of the risk the business takes none, which shows no confidence in the abilities of what you're doing or potentially their product. If they had confidence in there selves, they put down a base to attract all people not just people. Commission sales also changes the culture of the organization.

I almost got into life insurance sales when I graduated college. With no formal sales training and it being 100% commission I was not willing to take the risk. I went with a company who helped develop my sales acumen and offered a base salary. I’m currently a sales manager with a 6 figure base + uncapped commission. 100% commission IMO is a cop out on the employers part. Turn over is probably wild and you also limit the candidate pool since not everyone can jump from a salary to no guarantee.
Or… hear me out… do both?
