The reality is to a certain point you get what you put into it. The favoritism and corruption at various levels results in folks getting advanced or promoted based on favoritism rather than merit, qualifications, leadership and so forth. Sadly, the whole quota based advancement system is very flawed as well as the "selection board" deliberations and process. The Navy has a long way to go.
I'm not sure which Navy you are in, as that is definitely NOT what I've seen. I've seen an atmosphere of exploitation, favoritism, psychological abuse, abuse of authority, and atmosphere rife with fraud, waste, and abuse, dereliction of duty, lack of respect, and so on. Camaraderie is not really at the fore, it's more about self and only coming together out of necessity, and only when absolutely necessary. Finally, you can put all the effort in you want, but that won't make the quotas any greater. The Navy will only promote a select few thanks to this artificial manning ceiling, and there are plenty of rates and ranks that are simply impossible to get advanced. Navy will not improve until it modernizes organizationally, adds "respect" to the core values, incorporate feedback of subordinates in both officer and enlisted evaluations/FITREPs, and start living up to the core values up and downchain - treating people as people instead of tools. I could go on, but I've likely said enough.
