Considering inflation and cost of living, is it likely that San Diego employers will have to match salaries that of Bay Area

Recently moved to London from San Francisco. I was aware of the pay cut, but can someone please explain to me why an expensive city like London pays so poorly?

My partner was offered a job by the City of San Diego but upon reviewing their benefits it looks like they have opted out of Social Security withholding; instead he would have a mandatory pension deduction that is based on his age. I was let go without severance and am starting to panic because sending out resumes in this job market feels like screaming into the void. For reference, my last role was Director of Comms at a consumer health tech brand, 12 yoe total (+6 PR agency) tc $160k based in San Fran.

Tech Company:
- Cool company
- well known
- Enter tech early on
- Salary lower than other by a lot
- PM / Biz Ops exits

Why is San Bernardino a bad area? Twice in the last week I've heard of folks discounting living in San Bernardino. And commute wasn't the only reason. Not from the area so would love to hear thoughts from those familiar with it all
