I am 100%, i.e. I will push for your promotion and submit for it, but the final say is on leadership. At this point, there are other candidates who are equally strong. it's a toss-up who gets it. If you dont get continue to improve in x, y, and z to make sure there is no one who can challenge you next round
As the employee, I would appreciate the transparency. However, as a leader, if I'm not the decision maker for the promotional role, I would only discuss it with the decision makers until something is decided. I would not discuss it with those who are up for it. Telling the people you want to promote may weaken their confidence in you and themselves, if they are not selected.
If they are not selected, I would work with the leaders to see what areas they can improve and work with them in those areas for the next round.
It’s better to tell them you thought they were ready and pushed for it for transparency sake. They’ll theoretically be more loyal to you because they knew you had their back. Otherwise they might think you’re the one who held them back and feel bitter
