For context I got a $20K bump when I got promoted in NYC. I think it’s low.
Sounds average to me but your friend has a bit of room for negotiating - Id say ask for another $5-10k
That’s what I’m thinking- always should ask for more (kindly) and then they will likely meet them in the middle

Usually less wiggle room in an internal promo but never hurt to ask. Jumping is always most effective in my experience 😬
