- Black officers are more likely to shoot unarmed whites, relative to white officers.

I'd lean towards boosting his confidence! It would do wonders! Positive reinforcements and talks is always a good start. Maybe you could throw him a manager appreciation party that would send him sailing into leadership success and upper management lime light! Just a few suggestions... even engaging a small number of his team members to bring awareness to the situation might make them more driven to step up their game and then the dominoes effect etc.
Probably already has one foot out the door. People just don't have that kind of patience with or for management that claim to be inclusive,but aren't,or the ones that are low key insecure.
That's an interesting consideration, and I hope it is not true in this case. But definitely something to be on the lookout for.
