I joined Cognizant recently, the project interview calls which I am getting is not from my base location.
I have the location constraint, should I wait for the right opportunity or raise this concern to ADP team so they can look in to it?
As per ADP policy, one should not have any constraints and take the project as FCFS basis.

I don’t think so. I did the same thing you are planning to do a decade ago. No problem at all as long as they have a spot for you and your review is good. Good luck.
It could limit growth, not because of the relocation, but because of office size and what not....there may be less opportunities

Depends where your home office is and what area you work in. If you’re in audit or tax and working on large and mid sized clients, moving to a smaller office with fewer clients can absolutely hinder job growth and promotion. If you’re working in advisory or consulting where staffing is done nationally then there’s less likely to be an impact.

You can try internal transfer back to the office of your home state. That'd be the most ideal situation. Try talk to your business lead in HR dept.
Pro
A transfer may not be a big deal if the new office is looking for people, and if your evaluations are good. If either is an issue, you will have a tough time.
