JPMorgan Chase recently introduced a policy change to increase the notice period to 60 days. I'm a 602 and resigned recently and yet my LWD is showing up as 30 days from now. Anyone recently resigned can confirm if they are facing the same or new policy is in effect. This is causing confusion with the next companies I'm interviewing with.

Try not to put down previous employers. Say you were impacted by restructuring and shifting business priorities were outside your control.
In this market you’re gonna have to fluff. They are going to understand that macro trends are forcing companies to scrutinize budget making quotas harder to hit . Just paint the picture that the company overhired
Lie and say you hit your quota. Employers only care about metrics and don't make the effort to understand the context as far as what obstacles you had to face which justifies you no make your numbers.
It’s always better to be honest. Personally, I don’t expect people to have a perfect record and am also interested more in what you learnt from the experience and what you might do differently next time.

Hmm, maybe talk about your lifetime attainment to make the numbers more palatable? If the previous FY was better, use some of those instead?
Unfortunately that was the case for my entire 1.5 years of being there. My previous exp was in sales but in a very different business model. It is a good point though - I could speak to that experience more
