No. It's so you don't get screwed over next year when going off of actual hours to create next year's budget. Do yourself a favor and charge the hours you worked and work the hours you charged
You should charge your hours. If it really took you that long then you need to report it as an ethical thing.
The first step is understanding the budget that was set up for the tasks you are asked to do. If it says 5 but you need 10, you need to tell your manager that you need the extra time. Always charge your hours, just make sure you communicate when you think you might go over. Like the prior posts said, it will only help you out in the future.
You charge so next year your budget doesn't shrink
