I got laid off in July and I've been told to stop telling people unless they explicitly ask (I've been freelancing since). It doesn't look bad, but it also isn't a selling point, if that makes sense.

Technically no (accounts move all the time, no fault of your own, etc) but unofficially yes. It's less of a mark than getting fired though

How exactly would the person that was laid off handle discussing their current work or position if the advice is to never tell anyone? It seems hard to avoid in an interview...

I was laid off recently and have been really up front about it in conversations (I don't necessarily volunteer it without prompting, but I am honest when asked). I've been wondering if I should hide it / gloss over it, but I don't really want to. I'd rather tell the truth at the start than have lies catch up to me later.

No. Its not your fault. I was let go a few months ago and my counselor told me not to use layoff, instead use the word transition or let go due to restructuring. If your company offered you placement help as part of the severance, please take advantage of the seminars. It helps a lot. All the best.

Been laid off 3 times. Always due to client loss but still would never tell anyone.
In Germany: yes.
Been laid off twice and it was never an issue. Nobody asked a follow up question about it ever. Have been on the other side of it and has candidates vent about the layoff or tell us their team lost the client which resulted in the layoff. This didn’t disqualify them but I’m not sure every agency would have felt the same way.
