Hired in 2011 in MSP at 50k out of school and made about the same money as you staff 2 year. Pretty standard for lower cost of living cities - sure you’re making less than new hires in NYC but you’re also able to live a substantially nicer lifestyle when you’re not paying $2k+ for your share of rent with roommates.
I haven’t seen any real movement in starting tax or audit salaries in the 10 years or so I’ve been aware of them. If anything they’ve come down after they spiked a little for the roll out of SOX

You should be happy that you got a raise as staff one. Most of you probably have not even worked for a year before you got a raise. As long as your first raise is 5% or higher you are in good shape. Also, if you want to compare numbers do so in your market and group. For example staff in MnA group makes equivalent to tax manager1.
That's what I made as a central staff 2 in 2012

RA Midwest, below average COL, same starting number for assurance and tax buddies
Started in low col in Midwest in 2009 at $48k. Most recent group started at $52k. The recession set starting salaries back a lot and growth has been slow.
No, this is in line with what you should be making as a staff2 in a low COL city.
