I'd just cancel if I were you, yes its normal for projects to get delays, and by weeks is rare, but it happens. Client is probably stalling signing the SOW.
I mean is it normal for me to get a charge code, get told I’m staffed, then tell me to book and wait but then ignore my emails for weeks? I’m getting asked why I’m not billable...
Not sure if I should keep moving the hotel stays or totally cancel at this point
Just start billing all of your time to the code you were given.... I bet someone calls you back pretty quickly then (jk - definitely don’t do that)

Charge the flight to the WBS code you were given for the delayed project (if it was non refundable) and cancel the hotel. Reach out to your staffing manager and others in your network and try to get staffed on something else. In the meantime, until you line up another project, periodically email the engagement manager with your staffing manager cc’d to check in. As soon as you find a new project, email the engagement manager on the delayed project and let them know you’ve been staffed on something new and give them a sense for how busy you expect the new engagement to keep you (especially if you still might have some availability to help) and give expectations for how long the new project will run.
