OP exact same boat. We're probably in the same start class. Been doing a bunch of PD work for my RP and reinvests. I wouldn't be too worried especially since you're staffed during CRTs. But I think a 3 is expected just because of utilization for you and me both
Less than 50, but there was 8 days of missing time from my current project that I have since rectified...But also a week of PTO. Billing a steady 45 hrs/wk for over 2 months now, but nearly nothing prior to that.
Yeah I've been on a million pursuits, a couple for extended periods of time. Been to all the networking events I could.
If under 6 months, new tenure, it won't matter
I think your RP is just setting expectations that your rating is going to be a 3 despite all your hard work.
You should be safe since you are now staffed, I'd be concerned if you were on the bench during RT

I care less about a raise/bonus and more about staying employed, with constant competing offers on the table.
If this is the first you're hearing of it, I wouldn't be concerned, since you're still new. It's not like you were going to rock a huge bonus otherwise.
How low is low? What level?
I started right around Thanksgiving, and my 1st engagement overestimated my hours, meanwhile had all the training, holidays, etc. Then I was on the bench and busted my ass networking to find my next project, as well as getting certs/practice development work. I'm just concerned because the way he brought it up was like he was surprised/disappointed.
Make sure you are visible to leadership....and always be able to do extra work. Do that until your utilization recovers

Well.... maybe a little. But it sounds like OP has done a good job of maintaining visibility.
Only question that matters: how are your snapshots?
Since you are chargeable now I would only worry about staying chargeable consistently going forward.
Sounds like you are on the right path. It is most likely signalling.
Utilization seems to be the biggest issue with my starting class...

The firm understands shit utilization for your first year. If you have a bad snapshot to go with it... bye bye
