Is moving from Seattle worth it? I've heard the freeze is still in affect in Portland but I'm more worried about prices. I WFH mostly and pull down like 120k a year, Seattle is getting crazy expensive rent wise and crazy full. I'd like to find somewhere new but stick to the PNW.

Looking for a remote/hybrid/onsite (Calgary,Alberta) job for my boyfriend who got almost 5 years of experience in proposal writing, RFP, RFI and bid management for a civil engineering firm. Am I understanding utilization rate correctly? It’s chargeable time over total time? Charged 40 hours and had 10 hours non-charge so my utilization is 80%? If so, wouldn’t it benefit me to understate non-charge hours so my utilization is higher since they only really care about chargeable time anyways? Charge 40 hours still but only put 5 hours non-charge for utilization to be 89% instead of 80%? Or am I misunderstanding how utilization works?

I’m a first-time prospective lateral likely to get an offer shortly. I just received a lateral questionnaire that requests billable hours, rates, fees collected, etc. for the last three years. Forgive my ignorance but is this normal/standard? Do people actually answer these honestly? One of the reasons I’m leaving my firm is there isn’t enough work in my group so of course my hours are low.
