From my biased perspective, HR program mgr will give you a more diverse skill set and a wider array of opportunities down the line.
Recruiters make more $$
Chief
HR Program Manager is better for long-term career advancement. There are definitely recruiters that are able to break out and become leaders in general HR, but those are still exceptions not the rule. Of course there are still leaders in Talent Acquisition, but they report to the CHRO/Head of HR, not the other way around.
HR Program Management will give you more exposure and a wider skillset. But if what you fully prioritize is money, then recruiting is still a good path if you’re certain that’s what you want to do in the long run. In this case, I would eventually target Technical Recruiting for big tech - you can very quickly make a high salary.
Not sure how long you’ve been in exec recruiting, but I would imagine that HR program management will make you specifically more well rounded as a people professional. I could see TA specialist being more of what you’re already exposed to
