Given everything you’ve said, getting a new job is 100% the best way forward. I’m sorry you’re dealing with this and know you’re not alone.
You can report this to EEOC. Document any time this happens with dates. Document your experience when reporting to HR. If their is anyone else present, document that they were in present as well for witnesses if needed. This behavior is a violation of title VII of the civil rights act of 1964.
It's definitely a micro aggression maybe? Xenophobic? I think by north American standards it would be considering HR worthy. I don't know what the UK is like though. You are entitled to feel weird and bothered by it, it's is weird and bothersome.
This is not right. It’s unfortunately normal but it shouldn’t be happening - if it makes you feel uncomfortable, even if you can’t exactly put your finger on exactly how then it shouldn’t be happening. Can you mention it to HR or someone else that can make a difference? Is there a diversity committee at work you can talk to? Do you feel comfortable bringing it up with your boss yourself?
Your ethnicity and identity shouldn’t be the butt of someone else’s joke for theirs and others entertainment. People scare us into silence by gaslighting us - calling us too sensitive or it was just a joke but it’s so exhausting being the topic of someone’s joke. Being “othered”. Being told that we’re different.

Because it is a small practice, HR does not really exist, and I am the only person in the group with a "ethnic background." Based on my facial expression, I assume he realised he said something improperly. But deep down I know that it will happen again. Since then I have started applying for jobs for a change.
That depends on a number of factors
1) your boss’s race
2) your race
But most importantly it’s inappropriate
The best course of action is for you to report it to HR.
You can also let HR know but ask them to give you a chance to broach it with your boss and that you will report back to them, if you’re worried about your relationship with your boss.
