Unless they have made it clear they are looking to fill the position opened up or willing to adjust your salary, I'd start looking elsewhere to apply... It sounds like they made a clear point that they value your average workload at ½ it's comp.... Not exactly the environment you want to stay in long term.

You should do both- ask again. If they say no - find a new job.
I would bring it up at the review as they may have been waiting for the review with it being that close. If not just fail to do the extra (you just ran out of time)…
If they don’t have to pay you extra and the works getting done they will continue down that path, words I live by is “the company only addresses a problem when it becomes a problem for THEM”
Are you working overtime?
If they don’t allow OT then start “running out of time” to complete the extra work, and if they say anything tell them you had to stop working, because you hit your max hours.
