It’s good to mind your own business. It can be difficult but let the manager do their job.
I’m sure it’s frustrating but I just mind my own business. It’s not your job to make sure she’s working, is it? Let her worry about her job
I mean, does she not have enough work to do? Is there work that she’s supposed to do that isn’t getting done?
I think open ended tasks like digitizing can be hard for some people. Maybe try setting benchmarks like X files per week? That way if she isn’t completing the work, you have it documented.

I say don't deal with it at all unless it is impacting your work. My experience has been that people who do this are on limited time and you are certainly not the only one who is seeing it. This person's days are numbered without you having to go and initiate that process.
