If someone is a bad leader, odds are they will not take this feedback well and you will make an instant enemy. I would escalate up the chain, after you’ve proven your own value add to the agency. And whether or not this will work in your favour really depends on the political landscape going on at your agency. Are they going through a major transition with lots of change and new hires? Or is everyone stuck in their ways and jaded? If the latter you’re probably not going to get anywhere with the feedback and it’s best to look for another job or create strategies to work around your boss.

I would try to have a civil convo with your manager but don’t under any circumstances talk to HR. Most likely they will protect your boss
Two possible scenarios here. Either your new boss isn’t great at what they do, and is like this with everyone, or your new boss has decided they don’t want to work with you.
If it’s the former, you may be able to wait it out, because they probably won’t last. If it’s the latter, there’s not a lot of upside in staying.
Either way, you should quietly start looking for a new gig.
