I have a possible opportunity at Protiviti. Coming from big4 and wondering if Protiviti has fairly similar perks. I’ve read the 2022 benefits guide and it gave a oddly low PTO count of 16 days. Is this true and what about a holiday disconnect in the December time period? Are there any other hidden perks that are awesome? How is vacation normally treated when an employee quits or is fired?

If they are bound by state law to pay you for 3 weeks of accrued vacation time, they have to pay it one way or another. But I would negotiate as part of your exit when your last day will be, be it the last day of your vacation or if you come back and finish transitioning. I wouldn’t leave them high and dry.
In IL, any PTO accrued is required to be paid out in cash by state law. If it hasn’t been accrued yet and you take it before resigning, then they can deduct it from your last paycheck.

I think the answer may be state specific. I'd advise you to speak with an attorney in your area.
I could see an employer asking you to cancel your vacation and work to wrap things up or they could accept your resignation on the spot and tell you that you can't work through your notice period.
