Is there any other underlying issue? My 5 year old was doing that a lot. This evening we both were planning to checkout drive through Xmas lights. When we told him we won’t get out of the car for the Pony rides and Train rides, he broke down crying. I figured he really misses meeting friends, going to school and all covid things 🥲 COVID has taken its toll on our young ones, need to help them through it.
Can you help him *get through* the tantrum instead of trying to get him to "snap out" of it?
Toddlers have random emotions that even they don't know why. Emotions are so strong and they're learning about them and the world today especially their world is upside down.
Here is an article I found helpful.

It’s tough, and every kid reacts differently. I found for my older one she needed consoling but the younger one needed to be ignored. In any case don’t reward the tantrums...I found that deepens the ditch
My 3 yr old does the same thing, pretty sure it’s just part of development. I usually try to redirect her to something else.
Mine is the same. It’s brutal. Meltdowns triggered by the smallest things. I’m losing my mind
