Have you tried looking at internal job openings at your company? You should try that first if you want to make an internal job change. If you know people who work in other areas of your company, function, department, etc. you could also ask if they are looking to hire more people. Some teams jump at the chance of getting someone who is not a brand new hire.
Look at internal reqs (job postings) and apply to ones that interest you. When asked why you are applying to get out of your current team, give the generic statement about “better aligning with your career aspirations” or something like that.
The exception to that would be if your boss is doing something legitimately wrong / in violation of company policy that is dragging the team down. Then by all means approach HR.
Look at the internal postings, if you see a job that you seem interested in, reach out to the hiring manager about your interest in the job. That's a good starting point. Be very deliberate in your next job. Find out what kind of work environment is it. What type of manager is over the department. Make sure you do your due diligence in ensuring your next job, manager and team is a positive one. Good Luck
