There are a lot of options for remote learning, done though remote school programs (like K-12, and Virtual Virginia, etc). I think the public schools just couldn’t realistically keep running two parallel school systems. The learning materials and lesson plans had to be tailored to learning in person vs learning remote. The logistics of managing both is a lot for a public school system with limited resources. I feel like they had to pick one path and roll with it, and in most places, it’s likely what the majority of families wanted (and what was recommended by health experts and the AAP). Families who felt strongly pulled their students for homeschooling or one of the private virtual options.

In my neighborhood, the parents are touring private schools in case public school goes remote again.

The principle benefit of the public school system is day care, not education. There's no implicit point to remote learning for that reason.
That’s a good question. I think in NJ there is mask mandate for schools - which is acknowledging covid risk of being in person. But no remote option. Don’t get the logic. Best guess teachers don’t want to deal with zoom so Union pressured Murphy?
