What roles can a govt employee with 1 year experience in auditing look for in private companies?

Currently an M&A Tax A2 (HCOL) at KPMG, just received offer from Deloitte (same group, same city) as S1 with 6.5% raise. Raise is obviously too low; not sure what is typical salary increase from A2>S1. What would be a good counter? Should it be equal to typical raise or even higher?

I have accepted an offer for the role of Director of Data Science & Analytics and I'll be working with old colleagues. I am very excited. Has anyone ever worked at an agency in which the project management department was properly utilized? I traditionally was brought up in my career where PM type tasks were handled by lower level AMs. I have observed separating AM and PM tasks into two separate departments just causes communication issues and lazy account people. Account people should have a good understanding of how much effort and time goes into a project. Project Managers are missing a lot of context so blind leading blind.
