Many reasons. 1. Because the equity partners want to demonstrate that they value the person more than a Director. 2. Because some partner-level people don’t want the risks of partnership and you need. 3. Some people want to be rewarded with a different convo structure. 4. I’m sure others can keep going with more reasons...

Increasingly MD is a staging for full Partner/Principal. As you point out for certain age groups this is a landing spot but for many it’s an opportunity to build a partner case.

CPA Partner at B4=Partner.
Non-CPA Partner=Principal
Are you new there?
When I was at D on the fed side 5+ years ago, I saw a handful of directors make the jump to principal, but most of the directors I saw were treating it as a final stop. I also saw one principal jump to director, but I have no idea how common that is.
At D and EY, you either make D or wait few years and see if you can become partner. I have been told it’s binary. Changing from director to partner is rare. I have seen one in a decade
I know of one this year but he by far brings I the most sales while not seeing the benefit.

Just to be clear, there is no stand-alone Director in Consulting at EY. I assume you mean E or MD?
Internal jobs are director - IT, CBS etc - used to refer to PPEDDs - the last D being director
