Depends on your goals. Are you trying to buy or upgrade a house? Think about your recurring expenses and how long $28k would last. I would argue that your current cash savings is probably ok assuming you’re not planning a major purchase in the coming months. From there I’d probably flip towards investing that $300/month to a taxable brokerage. Remember that you’re saving ~$30,000/year with those other three accounts and that your Roth principal can be tapped with zero penalty whatsoever.
Our biggest issue with our current situation is that it doesn't allow us to travel or do anything other than pay expenses. Being in a position where you work just to pay bills and save without room to enjoy your money at all is really tough
I would consider 401(k), IRA, and HSA as savings (which they are). In any case, you are doing awesome. Personally, I am in a HCOL city and have been making 66% of what you make, yet I have been saving slightly more without trying too hard. Your expenses are very personal, but I think there may be room to save more if they are all discretionary!

Married filing jointly but spouse doesn't work.
Age? Student loans are a huge drag, but by maxing out 401k, Roth IRA, and HSA - that’s a lot of savings without the extra 3/400 / mo
What you invest < 35 yo dictates the size of your snowball for the remainder of your life. Do some scenario testing to see sensitivity of a change in your savings rate based on age
