This is a difficult situation because you don't know the details of the working relationship between your manager and the skip level manager. If you feel the skip level manager is approachable, then pull him or her aside and tell them you need some help from them. You can tell the skip level manager that you noticed they come directly to you with requests instead of to your manager and that you want to ensure his/her requests are a higher priority than your direct manager's because you have conflicts for your time. This may not be the case, but it is a good way to see what the skip level manager says. If he/she tells you to deliver their requests first, then it tells you that the skip level manager has a bad relationship with your manager. Some people micromanage because they are control freaks, and there is nothing you can do to change that. Some people micromanage because they feel ignored by their direct reports but feel they cannot remove those people at this time. I try to anticipate what a micromanager needs and feed that need in advance of any 'requests; they still feel like they are in charge but they bother me less frequently.
