I was in the final stages of an interview with Microsoft two weeks ago, in partner marketing. Then the recruiter told me they were putting the hiring process on hold to assess the need for the role. Well, then we heard about Microsoft layoffs last week. Seems like most were in Xbox and Project Alpha but there’s not a lot of information out there. Should I hold out any hope that I’m going to get this job? Any insights on how much these layoffs have impacted the marketing org and/or new hiring?

Depends on how strict the company is with levels and how hierarchical it is. No harm in asking but do your homework on titles on LinkedIn in the org before suggesting it.
i’ve negotiated a higher title for externally so that my
title appropriately matched my experience, but maintained the original title internally.
Find out what titles other people with your level of experience and skills are holding. To have a better idea of what you should be asking for and think about what you have to offer. What skills and experience do you have that make you valuable to the company? Better be prepared to articulate this in your negotiation.
I got a job offer and originally said I was fine with $55k-$65k. However, I interviewed at another place offering $75k and moved to the next stage.
I was upfront and said I had another competing offer and I wanted to work for the first company (lower salary) but I asked for closer to $70k. They offered me the high end $65k and I took it.
Both jobs were over $20k more than I was making previously.

Hmm. In this case, I would do research about what each job title typically does, compare what you do now to the job description you were hired for, and then provide a short report along with your verbal request. Definitely agree with looking up how the organization is currently set up with titles and levels.
A thought here- asking for a higher title at a lower salary could screw you long term and it could go outside the scope of the work they’re looking to get done. I’d personally take the job and then seek out those higher titles as listings instead.
I've negotiated for more money a few times in my career.
A few years ago, I attempted to negotiate for a higher title; several steps up, with even my department head pulling for me, but was turned down. I did eventually receive a small title bump and raise.
