Might need more details about how long you've been there etc. I'd say leave. I'm always sketchy about counter offers. Feels like you've got a target on your head when the next round of layoffs comes. Change is almost always good. Go for it!
Never accept a counter offer. There's a reason you decided to leave. Will the counter fix all that? Nowadays you can easily jump from job to job to achieve happiness, not like before where it was frowned upon.

Accept only if you were unhappy with the direct team and not agency as a whole. Otherwise yes, there was a reason you wanted to leave.

Counter offers aren't necessarily a bad thing. They're usually only offered to someone they deem worthy of keeping. Clearly, they see value in you. The real question is, are you unhappy with just this team or is it inclusive of the company as a whole. If it's just this team, but love the company, then I suggest taking the counter offer. If it's the latter, no amount of counter will make you happy in there long run.
While it may be a different team it is still within the same company culture. Trust your instincts and bounce

Why is it a terrible place? Only ever worked here but from previous experience at another Mcom office it was great.

Does anyone ever tell the new place that they got counter offered and see if they can sweeten the deal? Is that shitty? Thoughts?
If you don't like it now, & you don't already know you'd be happier on the other team, it's time to go. If you know people on the other team, pick somebody's brain. But it looks like you have a decision

You started looking for a reason .. regardless of the "new" account you sill have to deal with that corporate culture .. you should not stay.

OP why did you get the offer in the first place? If you really wanted to go you wouldn't have let them give you a counter. You have to evaluate what you feel in your heart of hearts. Since you've worked there a while is this team worse than others, and it's a team va agency issue? No one will ever know that you resigned and that's why you are going to another team, the bigger reality is that the switch will take time so can deal with waiting?
Your happiness is most important. If you like the company and see a role you'd be happy in, accept the counter, but make sure to address all your needs formally in a written contract with the counter and be prepared for a certain level of stigma. If you don't like the company or see that things will not improve, leave cleanly and respectfully. Burn no bridges.
