There are bugs in project but none of them are assigned to me. I had attended all the bug review meetings. Will it be a wise move to ask manager to assign me some bugs? Or should i just wait

I have many options to consider but two options below are what I’m thinking of right now.

Job A: Project Engineer. 135K/yr base. 10% signing bonus.

Job B: Senior Project Manager. Contract. $60/hr standard. $90/hr overtime.

I'm feeling a lot of anger towards my manager (now he's acting normal but there were moments where he was condescending/dismissive/mocked my and others work/arrogant/said stuff was "wrong" constantly/belittling the difficulty of tasks etc. in the past project).
Maybe it is "standard chewing out" but it bothered me a lot. So much that I find myself still getting all fired up inside thinking about it...

I have joined IBM and resigned within 50 days.
Reason: project I was allocated not good and I initially rejected project but they forcefully moved to the project.I have asked multiple times to replace the project after that I have resigned.
Now manager is threatening me that I will be placed under no hire to IBM.

My yearly appraisal in on the way. I worked for the same client for the last year but in 3 different projects. I received client appreciations in all 3 projects and in addition I also helped my account in creating proposals, etc. What should I expect in terms of rating and monitory appraisal. I have two questions. I have 10 years of experience in multiple sectors and I have been trying to gain a leadership position. I am attempting my PHR this summer but what are some tips in order for me to obtain a leadership position? Also, how long does it take to obtain another position out of state? I am trying to move to Houston but I don’t want to move until I am confident I can obtain a position in the city before packing up and leaving.

Does PHR certification help in India, as this is globally recognised how much valuable is this currently in indian job market.

We have sales people in Canada and the US, the Canadians make 150K CAD and down here it’s 150K USD, the Canadians argue they should be making 30% more than the US colleagues to be equal bc of the exchange! I explain the salary is dependent on the market data for them in Canada, WHERE THEY LIVE, and you can’t compare it to the US employees and the market data down here. Overall they are both in the 75th% for total comp. for their industry. Am I wrong?

My goal was always to get into a more broad HRBP position, but I've since worked for smaller orgs without a solid HR career path. When I ask about my career goals, they keep telling me, "Soon!" Or "Maybe in 6 months!"
