How does one get experience managing a team if no one will hire me to a position managing a team? I’ve been an HR Director department of one.

Why is it so hard to find a remote HR position? I have my SHRM-SCP, my MBA and over 10 years of experience being an HR Manager.
I have a team member who has a tendency to miss deadlines, is reluctant to take on tasks which they don't like or refuses to participate in company-wide mandates w/o me & the other team members validating the why's. Prior to joining my team, this behavior was alluded to but never told to me directly. Now I'm seeing it. I've discussed missed deadlines which are acknowledged but w/o permanent resolution. I'm going to give her a verbal warning in the upcoming review. Other suggestions?

Need some help regarding sales quotas. Can management increase your quota solely because you’re doing well and exceeding it? I’ve been here less than a year, and have since established my capabilities with sales, and my numbers now put me in at number 3 highest selling sales rep of the entire company. My quota has now been changed 3 times since being here, with the latest increase being a jump of 2x what my previous quota was, just because I had a good month. Is this normal/fair?

I’m 27 and have been with tech companies for 5 years (BDR, hybrid BDR/SMB sales, and then customer care type role).
