They're different products for differernt purposes.
CLEAR is about skipping showing your ID and PreCheck allows you to keep your shoes on.
If it’s free there’s no reason not to deal with the minor enrollment hassle and then use it.
I’d never pay for it out of pocket though.

There is no such thing as “global precheck” - there is global entry and there is precheck, they are different things
Global entry allows you to skip standard customs when re-entering the US. It also includes TSA precheck, which is an entirely separate program that allows you to bypass standard security when entering a US airport.
Clear is a separate program entirely that allows you to skip standard security lines. Clear does not automatically include precheck though, you need both to achieve the full benefit.
What you need depends on what you use. How often are you actually traveling and how often are you traveling internationally?
Clear and pre check are a good combination. Pre check lines have been increasing, and clear will help you skip that.

I have both and choose the shortest line each time. CLEAR is nice as they escort you right to front of security line.
For free, it's fine to have, but be aware that quite a few airports don't have it, and sometimes the Clear line is longer the Precheck
Zero downside to have it and not need it. It’s largely worthless in Atlanta but quite clutch in JFK
