Yeah .. Exactly this is what I feel.. It's so tough when your leader is without leadership skills and hard skills as well. He'll divert the work from across teams to his own team if they are unable to do it and if we have a dependency on it . And this isn't a one off case. Its regular.
I fail to understand why companies do this to teams . They should first calculate if the employee is even fit for the promotion or not. I agree he can be promoted to his own workstream. But in a new one there is additional effort needed which is totally absent . 🤷
They act dumb but there is reason why he is your boss.
What if he is getting a promoted as your manager from a different work stream completely different from the current team. Its damn tough to work under him . Regularly changing the alignments , not recalling things , doing non BAU work with much more passion than BAU , just because he is not having knowledge in BAU or more precisely he doesn't want to put efforts there. You basically struggle everyday in every small thing.

So sooo dumb . It's been 3 years she is still learning the software. She gets all her work done by praising and buttering us .

Sometimes they act dumb to get the work done by you or whomever possible. 😅
As long as you're getting good appraisals and promotions then it's all good.
Else, do a skip level and report your concerns to higher management.
