They usually do, but I'm guessing it's really competitive right now. Just keep trying to apply, hopefully you'll find something.
So far as I know companies still do that. I can remember some interns who had already graduated. There was one kid who we thought was making a career out of going from internship to internship.
Some companies definitely let recent grads intern, even if the program says it's designed for current students. Usually, it's easier if you apply before graduation, but there are places that accept applications a few months out -- and honestly, companies care more about your skills than your official student status sometimes. I've seen classmates get internships or contract work right after graduation that led to full-time offers. The key is to look for "new grad" or "early career" programs and network like crazy – LinkedIn, alumni meetups, even professors who have industry connections.
Sometimes it's about how you frame your application, too. If you're not getting interviews, it's worth checking if your resume is actually getting through the ATS systems most big companies use. I ran mine through ResumeJudge and Resume Worded just to make sure the formatting and keywords matched what jobs wanted (it actually helped a lot, especially when I was getting ghosted before). Every little advantage helps when the competition is so rough!
Were there any specific companies or types of roles you were targeting? Some industries are way more flexible about the intern vs. new grad thing than others.

Usually our interns are undergrads and when they graduate we transition them into FTE. Did you not get into a program when you interned?
