Just reach out to a bunch of staffing agencies in the area and pull the whole "we are looking to add X amount of (insert job title). We are wanting to be competitive in the marketplace, and was wondering if we were to use your services, what sort of comp offering would make sense." From there you can normally leverage them to pull market data for your area, then just hit them with the "Apologies as our strategy has changed. We will keep you in mind if we look to a 3rd party recruitment firm again,"
