I would recommend the PHR vs the SHRM-CP only due to the fact that the PHR is more compliance based vs SHRM -CP being theory based.
If you already have experience in HR, the SHRM-CP may be ok if you wish to grow within your own company or have a degree in HR already.
If not, I recommend the PHR.

You can also find your local community college. They may have some reasonably priced options.
There is an aPHR (Associate Professional in Human Resources) certification for individuals earlier in their career, no HR experience is required to take this exam. I would honestly just go with the PHR.
