And yet…
The fact that adults in professional services need guidance on what is appropriate to wear is mind boggling.
I might let him know that this is alienating for non-binary people. It could open up problems in terms of people feeling excluded. Maybe the dress code should be gender neutral with more inclusive guidelines, as opposed to strictly gender binary guidelines.
It’s really not about a grouping but showing images of “people appropriately dressed” regardless of gender or gender identification.
You don’t need to list pictures to show folks dressed appropriately. Where is this place you work that you have to give ppl guidelines and a dress code?
The director is wrong. One of my best friends just ran into this last year at his former workplace. He spent weeks agonizing about whether he should ask if he would be allowed to wear dresses to the office. He finally did ask, they said sure, and it was fine.
I wouldn't ask, personally. I'd just show up in professional attire that doesn't match my assigned gender at birth and dare them to say something.
If this is in the US, it’s illegal. Have you checked SHRM to see what the current laws are for dress code?

It’s pretty common in traditional Ireland and Scotland for men to wear kilts some would see that as a version of a skirt. So in saying that, they are discriminating against two entire countries and traditions.
I think a better way to go about such a policy is present business appropriate attire not attached to gender.
My company does it on exclusion: Shoes must be closed toe, no joggers/yoga pants/ sweatpants. Jeans without holes are acceptable. No shorts. Dresses must be business casual. With no mention of gender. There are some safety related apparel guidelines we have to follow as well such as no dangling jewelry, no shirts with strings, long hair must be secured. That kinda stuff.
Show him this from the NYT and tell him the journalist is prepping to write an entire series of stories on dumbass wardrobe policies.

I think that the only argument that this Director would listen to is that it could cost the company, money in litigation
