D OP, it’s cyclical.
1. Take more money out of the system and give it to fewer people (promotion, raise, or whatever you want to call it) and that’s less money to a greater number of people.
2. That greater number of people hoards that money for food and bills in their personal lives.
3. Now you have a large number of people who are stressed out financially and start to view the organization in a bitter light.
4. Org begins to suffer losses in talent and quality of work dips which drives less money comes in.
5. Org, meet cultural shift. Cultural shift, meet Org.
Step 5 is painful, but clears out promoted that won’t get with the new system that has finally awakened to lost talent when driving only revenue.
Judging by the IQ level of this question, i think you should get laid off
The value we place, as a society, on more money and better titles is exactly why America has such a brutal double-edged sword in employment-at-will.
And I’m not coming after employees alone here. It’s terrible that these kinds of things can affect social standing too and are viewed as such by higher-ups.

Poorly phrased but I think OP means is it worse to take a hit for a full year and not get promoted or a raise after working hard for your promotion (with the more than likely empty promise that it’ll get made up to you next year) or get laid off and have the freedom to spend your time looking for a new job at the promoted level while sitting in probably a month or so of PTO pay ... in summary, what are the chances of finding a higher paying job at the promotion level and has anyone ever done this after feeling they didn’t get the year end result they deserved
Are we seriously discussing this?
If you can’t figure that out for yourself, perhaps you should be laid off.
If you have been with Deloitte for 26+ years, then being let go is better IMO.
