I have never seen HR need to approve a negative vacation balance. The key in the past, unless something has changed, was to show that you would be at a zero or positive balance by the end of the fiscal year on June 30. However, were you to leave the firm with a negative balance, you may be on the hook for the monetary value of that.
#negative vacation balances are the way to do things like take a six week honeymoon without having to take an unpaid leave.
I am having a hard time finding something concrete in Fathom... frustrating....

Found the answer. According to policy, however many hours you borrow you must be able to return in 4 months. Thus, if you accrue 10 hours a month, you can borrow 40 hs. If you accrue 14.7 hs a month, you can borrow 60 hs. I am sure there is some flexibility, but those are the rules.
