For me, the city/country is such an important aspect. Where will you feel more inspired? Where will you have a happier life outside of work? It is important for well-being, and it all affects how you do in the job.

The best advice I’ve ever gotten in my career was from my first ECD. They told me, “Follow the best work until you hit CD, then, and only then, follow the money.”
That advice has served me really well so far. Go to whichever agency will make your portfolio better. Even if you’re sacrificing 10k in salary today, the better work could earn you 500k more in the long run

CD5: Agree. I’m still turning down the GCD / ECD money in favor of the cool projects.

Do you know what accounts you’ll be working on at each? Make sure there’s variety and you’re not in the great place stuck on the bad account. Also, who will you be working with and who will your boss be? Do you like them and the work they do? What size is each place? You might get more opportunities and more responsibility in a smaller agency. That means you’ll produce more and build your book faster.
If it’s a junior or midlevel job take the better agency. It will set you up for a more satisfying career and making more money in the long run
Follow the work. Where can you make great work and build a great portfolio?
Sounds like option a is the one. Don’t chase money as a junior. Chase opportunities.
