For rental properties don’t spend if it doesn’t have decent payback - I think the fence sounds more like it’s for you than the tenant.
If they’re already moving in without a fence and are laying the same rent, I doubt a fence would make a difference. Moving is expensive, and most tenants won’t want to do it. OP needs to do a simple cost-benefit a analysis here.

I did not fence my yard because I don't want dogs.
Yeah fences mean dogs, which will destroy your property. Why would you want a tenant’s dog tearing your floors to shreds and chewing on woodwork?
I put fences on my new construction rentals that we build because it’s just another line item I. The budget that’s already accounted for. I can’t imagine I’d buy a house without a fence and then spend almost 5K for it..I’d pass on that.
