Gamble either way. I’m in a similar position. Even though rates are low, there’s a premium right now due to covid and missed mortgage payments, forbearance, etc. With this still dragging on another month plus, hard to see how things get better without the fed pumping money back in.

3% is the par rate. I have a VA loan, so my rate may (or may not, not sure!) be better. My loan is also under the max confirming limit, eg under $510,400, which gives a better rate.
Lender is relfin.com .... a small, cloud-based lender knows CA. Knew the owner personally. Not sure if they lend outside of CA but if they do, it’s been a great experience.
Did you consider a variable rate? With rates going down i’m paying 1.5% right now. You need to negotiate though, push back on the first rates they propose and put banks in competition. I read somewhere that historically people ended up paying less with variable rates about 90% of the time
