Benchmarking and pay surveys.
Publically available information for competitors or benchmark organization can be useful - however Robert half, Payscale and Mercer are great resources, especially when you can get access to their paid reports.
Robert half has great free tools, and you can drill down by title and location which help benchmark roles across geographies.
Aside from that, some HR or consulting firms may have proprietary or useful tools to assist in building, benchmarking and setting salary bands.
Pave.com (free version is limited), and you can get a tad more data if you can sync your HRIS to it. Otherwise, try to get a budget to obtain Carta - sooo helpful. Although, I'll note that in my experience, Pave data is somewhat skewed, so always good to check a few sources and review comparables

Use other local agency's and compare your ideal of what you would pay for same services.
market benchmarking and internal equity
I used surveys that we participate and purchase, Culpepper, ERI, PRM, Gallagher, NFP surveys.etc.
Benchmarking is what I would surely consider.
