I think it’s important to support clients as much as reasonably possible during budget challenges. I would deep dive into your offering, and present a variety of options that you can demonstrate the highest potential ROI. Find ways to be in their corner and on their team, without sacrificing your rates/prices. They’ll remember how you supported them when budgets bounce back.
If there's a way to demonstrate that the continued investment would pay off (e.g. show them quantifiably that what you're selling is paying for itself), then go for it. But I wouldn't be pushy about it. Better off to let someone take a break for now and be understanding/supportive. That way they'll be more likely to return once things settle down.
Try to get more information about the situation. Ask the client if there are any specific areas where they need to focus their budget, and if there are any opportunities for your team to help them in those areas.
Mentor
Your client is likely not the decision maker that took that money, but they didn’t have a case strong enough to keep it. They’re not thrilled either. In the future, continue to think of business now as a quarter by quarter approach and someone is always pining for their funds. I had a client in the past who was always looking to take the budget from other marketers and develop the case that their product was the money driver. They often won through the delivery of data and a strong proposal. Being on the receiving end meant I knew it was also coming from somewhere else - it’s a weird world now. What used to be annual budgets are now needing to be defended every 90 days.
I would definitely stress that you want to continue with the work but the results or amount of deliverables completed may be smaller with a smaller budget, then ask what is most important to them
