You don’t know, though. For every 10 hiring managers who don’t read them is 1 who might, and then what? I wouldn’t spend days on one, but have something that you can tweak a bit and send over when there’s an option to include one.
Hiring managers probably dismiss cover letters because most people don't use them properly. They're an opportunity to showcase things that may not be apparent from a resume. And they're a chance to show some personality and communication ability. So they can contribute something, but if people just rehash their resume then there's no point to including one.
Rising Star
Some hiring managers definitely read them and expect them, but they are pretty old school.
There are some who still read them although it is rare.
If I would not have explained in a cover letter why I had been working many years of contract work rather than permanent roles I would not have even been looked at for a permanent position that I had for almost 2 years before they ended up closing the business.
