I think it’s fine that he / she says merry Christmas. That is the religion and faith he adheres to. That is a freedom he has to express that. But the company should be more neutral about mentioning holidays to be inclusive. Encourage employees to say happy “insert their holiday” and to feel free to do that so you can include all matters of cheer! Don’t gate employees from saying their holiday wishes. That is actually not inclusive. I work at a fortune 50 global D&I team btw that has offices in every country around the world.
I get wished a Happy Haunukah probably once a day by my clients or staff. I'm not Jewish, but I guess I look like your stereotypical accountant. I don't even correct them. People need to chill and not go out of their way to find things to be upset about.
I think it is bullshit. If you don’t celebrate Christmas feel free to say happy holidays but trying to control other people like this is where DEI goes off the freaking rails.
We just had a huge Diwali celebration at my company and nobody batted an eye. But say the word Christmas and you’re an evil white oppressor who must be destroyed 😂
I definitely think asking employees about their "Christmas plans" can be intrusive. It sounds nosy and maybe like the boss might be trying to horn into having you do a bit of work.

You're right, firing the COO isn't a realistic option. However, depending on the company culture and severity of his behavior, there might be other consequences like formal discussions with HR, diversity and inclusion training, or even mediation to address his lack of sensitivity.
