Someone posted a similar question recently. It's the skinny-fat thing -- I know because I've been there. I got a coach for nutrition and strength training, and transformed my body in 8 months.

You can’t spot reduce fat. You can however work to gain muscle in your lower body and lose fat overall via diet to make your lower body tighter. But unfortunately, if you carry fat primarily in your legs/butt, the only way to actually change those proportions is by lipo.
OP we can lose fat anywhere, including thighs and legs, but we can't really change our proportions/"body type" through fat loss regardless of where our bodies primarily store fat.

I've seen much greater physique improvement via weight training vs. Cardio only. Cardio is good for burning calories but will do less for you in terms of actual toning.
Would suggest you train lower body several days a week and eat with a goal of gaining muscle first, before attempting a fat loss/low cal diet.

Weights will transform your body. Not just squats, try to take a class or do online videos, where are you are also doing leg lifts, lunges, and tons of other exercises to work all the muscles around the area you want to tone up.
