That number is in range and not wildly low. But if you think you can make a case for yourself to get a raise, go for it. The thing is, citing the cost of living probably won't be helpful. A better strategy is to focus on your own work and how you've improved and grown in the position and thus deserve more than what you have been getting paid.
Yeah, that seems pretty low. Have you been at the job for a while? I would personally start looking for something higher, or advocating for a raise. $78,000 in most of the US is livable, but LA is so expensive.
